Audacity does not have a MIDI synthesizer. If you have either a software
MIDI synth, or a hardware synth connected to the computer via MIDI, then
you can configure Audacity to use the synth in "Preferences > MIDI Devices".
Windows includes a MIDI synth by default which is accessed via the "MIDI
Mapper" option.
Mac and Linux do not provide a MIDI synth by default, so you will need to
provide one if you wish to use MIDI playback.
Audacity's MIDI capabilities are only very basic. Simple Cut / Copy / Paste
editing is supported, as is MIDI playback, and that's about all.

I put any effect files into
C:\Users\Andrew\AppData\Roaming\audacity\Plug-Ins (replace Andrew with your
username). I do not have any vst files in Audacity, but assume they would
also go there. Remember to go to the Effects Menu and enable the new files.
