If you go to Edit->Preferences->Effects, there are two checkboxes above the OK
button that allow different options for rescanning your available effects, did
you try this?
Also, I think I remember some talk of a new naming convention in the new
version of Audacity. I wonder if that could be the problem... I don't know how
to fix it.

Since updating to the latest version of Audacity, some of my extra reverb
plug-ins, well, all of them, actually, haven't been in my Effects list. Most
are still in the plug-ins folder in the ProgramFilesX86 section of my computer,
but that doesn't seem to be making any difference. I liked the reverbs that
were generated by these effects and want them back, but I'm guessing if they're
not accessible in Audacity's menus any more, they're no longer compattible. I
had Freeverb and Anwida Soft, among others. I downloaded them when the inbuilt
Audacity reverb thing was only mono and I couldn't get it to sound the way I
wanted. Now I'm having similar issues with the current reverb because I can't
make it sound like it's coming from a distance (or I just don't know how to do
that), or make the reverb more...reverby.
