Was this for EMP hardening like the Russians did/do?

Yeah, if you've got actuated fins, 3-axis angle reporting, and a computer
calling the shots, it probably makes sense to add a D-only control loop to
limit roll, rather than trying to make your own rollerons. The Sidewinder
guys didn't have modern electronics -- as I understand it, the first
versions of their control circuitry used vacuum tubes...
