With the following statements taken from Wikipedia and backed by other sites, I'm trying to make sense of a "MAN RATED" capsule having UDMH/NTO motors right next to the escape hatch.

UDMH is toxic, a <https://en.wikipedia.org/wiki/Carcinogen>carcinogen and can explode in the presence of oxidizers.
It can be absorbed through skin. During the 1980s there was concern about the levels of UDMH in various foods being a cancer risk, especially for <https://en.wikipedia.org/wiki/Apple_juice>apple juice.
UDMH released into the environment can react in air to form <https://en.wikipedia.org/wiki/Dimethylnitrosamine>dimethylnitrosamine, a persistent carcinogen and groundwater pollutant

looks like a UDMH/NTO propellant.
