Unfortunately I'm using a 5.75" nominal ID aluminum tube and so a phenolic
liner needs to be around 5.72" OD.

K-mac plastics can do 6" -ish diameter paper phenolic up to 48" long for
around $250 each in minimum buys of three; Jeff at Loki can provide the
same thing for slightly less with custom OD.
I note that the adhesive backed EPDM cost about the same as a phenolic
liner, which--given the higher labor effort--does not seem like a good
trade. The plain EPDM does look to cost less than half the phenolic which
might be a good substitute assuming bonding it to the tube and to itself
(I'm assuming two 1/16" layers with opposite seams) is relatively
straightforward.
