There are composite resins that will cure under UV; people have done that, at least experimentally, for more orthodox composites work. It's also conceivable to mix in a little bit of catalyst right above the nozzle. I'd be surprised if there weren't people at least exploring doing both for 3D printing.

Getting the fibers to run in the desired directions, not just horizontally within the printing layers, will be harder.
