IMO: If somebody create his own version of "F39" profile, even from Fogra data, and is convinced, that this profile is better than any other for any particular task ---- and give this profile a unique name (mybesteverandimeanreallybestthananyotherelsefogra.icc, for example) ---- it is OK.
But if give this profile name ISOcoated_v2_eci.icc, something is wrong.
