There are no files in this directory without license headers. Each
file makes explicit reference to one of the licenses in the directory.

In one specific example, spec2cie.c is GPLv2 licensed. This is linked
with libinsttypes which is created from libinsttypes.c which is
licensed under AGPLv3. AGPLv3 is not compatible with GPLv2.

As Gerhard has pointed out, this file is licensed as GPLv2 or latter.
As part of ArgyllCMS it is being licensed as GPLv3 (see the
top level documentation file where this is declared), and there is
explicit compatibility between GPLv3 and AGPLv3.

So as far as I am aware, there is no issue here.
