Yes, but they require something that runs them (e.g. an autostart
.desktop file, .xinitrc entry or similar).

Oyranos and colord can be installed on desktops other than Gnome or KDE.

Under KDE auto-profile loading with Oyranos requires kolor-manager
afaik, and under desktops other than Gnome (which comes with the
necessary session daemon bits) colord requires a compatible session
daemon (e.g. xiccd[1] or colord-kde) for profile assignments to work and
for profiles to be loaded automatically.
