I have heard others discussing the process of notifying someone without the
authority of an oath of office (supporting the constitution) that they are
liable for damages in their personal capacity.  I haven't tried it myself.

I am attempting to mitigate the risk of constant threat of seizure.



They take it and then how does one stop the constant hassles and costs of
recovery, and then make them pay for their misdeeds ?

code becomes irrelevant.

Are you a person, is the vin on a motor vehicle or a household good or
consumer good?
