Bank will most likely still require an EIN.....if you show a DBA from any state.

If you go this route talk to a BANKER at your local branch first and get his 
banks policy for what is needed to open an account.

He has a passport issued by United States of America, done WITHOUT an
SSN or claim of US citizenship. He has created an LLC with it's own EIN,
but now cannot find a way to open a business (or personal) bank account
without the SSN or an ITIN - both of which state he is ineligible to
apply for.

There MUST be a way to proceed to obtain a business bank account. Do you
know or can you offer suggestions?
