There is no law that says anyone has to have a Social Security Number.
Make an Affidavit that says you do not have a Social Security Number

5 USC 552 a(a) 13 says ONLY government employees are required to have a
Social Security Number

He has a passport issued by United States of America, done WITHOUT an
SSN or claim of US citizenship. He has created an LLC with it's own EIN,
but now cannot find a way to open a business (or personal) bank account
without the SSN or an ITIN - both of which state he is ineligible to
apply for.

There MUST be a way to proceed to obtain a business bank account. Do you
know or can you offer suggestions?
