hi there exatly what i did so strange eh i wonder if anyone using window eyes 
has successfully got windows 10 working it's certainly a challenge i must say.

Hi John,
Bring up the Window-Eyes control panel with control back slash and press Alt 
Aforthe apps menu.  Arrow down to the Windows Enhanced app and press 
enter.  Then arrow down to enable audio support in safe mode.  If it doesn't 
say checked after it, press enter to check it and that's it.  Window-Eyes 
should now speak in safe mode.
