[access-uk] mobile phone handsets

Hi all
Does anyone know do all new mobile phone handsets always come with
a Sim  as part of the package?
I am aware of  course  that provided the handset isn't  locked into 
one  telephone service, one can use any SIM in the handset.

Point is, one may  w  a new handset  only  because old one  is faulty,
so  in a  case like that  one would just switch SIMS!
So I am just  wondering why do  so many  new handsets still come with
a SIM  whenone may not even use the one in the box.
