I think you're mixing two things up. The gesture you're talking about mutes the 
speech. A triple tap of the home button turns voiceover off.

I think blindie gestures still apply if you turn Voiceover off with the double 
tap of three fingers. Am I wrong?

Ah, OK.  I didn't realise that.  I thought when you killed voiceover it didn't 
actually close the app completely.  But I'll know for myself tomorrow if my 
iPhone arrives.

no you can tripple tap the home button and then turn on voiceover that way so 
you can tripple click to turn it off completely and then reverse it
