The video subsystem is an integral part of the way Windows 7.0 works,
there is no way to turn that off.  It is however possible to turn off
animations and fading, however most screen readers and magnifiers turn
these off for you when they start.  Any such changes are however quite
marginal in the perfrmance overhead.  Windows 7.0 is already very well
tuned.
