Hi, there is a tutorial on YouTube with plenty of spoken commentary on
accessibility in Android 4.2

As this video explains, you can turn on the accessibility by holding down two
fingers on the screen until the voice starts, then holding them a bit longer to
turn on accessibility in general.

Yes you can turn it on without assistance on most tablets, and it is included
in all of them on 4.1 or above.

As a matter of interest, Steve, can you turn it on yourself without sighted
assistance?
Are there tablets on which talkback does not work?
