I would say that some of the features of Skype can be used once you have learned what to do.

By no stretch of the imagination or by any guidelines or legal definition can it be said to be 'accessible'.

You need to look in Tools, Options, then go to the Hot keys tab.  That bit
of Skype is perfectly accessible.

I have seen reference to global hot keys but have never actually managed to
find out exactly what funtions are available with them nor a list of those
particular keys.

It is also Alt-Page up and Alt-Page Down as Stewart says, if you have
global hot keys enabled in Skype.  So you are both wrong and right at
the same time <Smile>.  In the default configuration, these keys don't
work, unless you have Skype in focus, but if you enable global hot
keys, they work from anywhere.
