Well, the answer is "yes", but how we get there depends on which email
client you use! Your headers suggest it is Outlook 11. If it's
anything like my current version, you go to:
Account settings, then select the account you want, then select
"change account", then select "more settings", then select the
"deleted items" tab, and tick the last box on that tab which is called
"Purge items while switching folders while online".

That should give you the result you want.
