The second one, cleverates,  I do know a little about.

They are a new service and are trying to grab customer attention by charging 
a penny a minute for landline calls to mobiles. Its more than likely that 
this rate will be very short-lived and may well be gone by the new year!

You dial a 0844 number from your landline, wait for the prompt and then call 
the mobile number, remembering to dial 00447890 instead of the usual 07890. 
Before anyone queries this, 07890 is only an example!

No need to register with anyone, the one penny per minute charge just goes 
onto your existing phone bill.

earlier today about cheap landline to mobile calls and it seems to involve a 
complicated process whereby you use a carrier based in another country to 
call a UK line, and actually involves using the UK International code as
