Try START>CONTROL Panel>ADMINISTRATIVE tools>SERVICES

Look for IIS, it should be straight forward from there.

I'm coming in cold here, but you need to find in the administrative
tools where you can control services. Are you in win2k or XP? I am
currently in Linux, so I'll have to reboot to give a better answer.
Also, I may be wrong, but if IIS is on and it's slowing you down, you
might have a virus. --d
