One other thing to keep in mind is that sites are also used for locating
things like the closest DFS replica (if you use such things.)

So, it is theoretically possible to have a good reason for having a
site without a DC in it, if, for example, you have fairly high speed
connectivity, you don't want people loading Office from a DFS share
point across the wire, but you don't mind the logon/authentication
traffic of a non-local DC.  Granted, you might have to jump through
hoops (i.e. Registry Edits) to get it to behave how you want it, but it
will work.

Or, you could just do like my last client did:  Have about 40-50
subnets out there, with two sites, and only four of the subnets attached
to the two sites.  Nothing like logins at peak times going down a T-1 to
a remote site instead of talking to the ones in the datacenter, where
most of the high speed connections are.  :)  I told them it was gonna
happen, they nodded their collective heads and said "Yes, we understand"
and took their time in fixing it.  (I was just hired to install a domain
controller in the second site.)  They were fixing it in less than 24
hours.

But, that's a whole 'nuther story.

A collection of well-connected subnets.

The Glenn Sullivan Modified Definition is:

A collection of well connected subnets with domain controllers.

Creating a new site provides the following benefits:

1. Further optimizes the exchange of directory information 
2. Facilitates administration by centralizing resources such as
configuration information 
3. Fine tunes replication behavior 

Since all three of these are replication issues, if there are no DC's
at these sites, it is a moot point.

Can I get opinions on 2000 architecture? Let's say you've got a central
office and 10 remote locations with about 25 users each. You run 2000
server and XP on the desktop. What would constitute making an office a
site versus just making them an OU in your domain?
