The Microsoft definition of a site is:

A collection of well-connected subnets.

The Glenn Sullivan Modified Definition is:

A collection of well connected subnets with domain controllers.

Creating a new site provides the following benefits:

1. Further optimizes the exchange of directory information 
2. Facilitates administration by centralizing resources such as configuration 
information 
3. Fine tunes replication behavior 

Since all three of these are replication issues, if there are no DC's at these 
sites, it is a moot point.

Can I get opinions on 2000 architecture? Let's say you've got a central office 
and 10 remote locations with about 25 users each. You run 2000 server and XP on 
the desktop. What would constitute making an office a site versus just making 
them an OU in your domain?
