I think the proof of this is that Flash is installed in something like 96% of all browsers, of course if your in that other 4% you won't like your web experience very much. Yes if you are a real professional web designer you know about things like different browser versions and alt tags - but alas the vast number of websites are don't by professionals! But this may not be a bad thing as tools like Blog allow non-professionals to create websites. It was my love of creating fanzines with a xerox machine that helped me pick graphic design as a profession (as opposed to say architecture or fashion design) so I don't see this easy ramp to publishing as a bad thing. In fact the ability to be able to see the difference between a bad and a good website is a good thing. I also think that as the medium grows in sophistication folks will start to realize that it takes a team to create a good website (just like a magazine or a movie) and not an army of one.
