Navigon for IOS is like 35 or 40 dollars.

I'd suggest nearby explorer if your looking for a good solution. It stores the 
gps data maps, etc. on your device no wifi or cell signal required does take up 
3GB of space though. So, make sure you have it first before purchasing. The app 
is $99

TalkBack is rather efficient and should be installed oo your device under 
accessibility. One app that I am accessing at the moment is keepal available 
from play.
