I'm getting closer - I've noticed that the audiodg.exe (Windows Audio Device Graph Isolation) isn't running in taskman, but is on the working w2k8 server. now just have to figure out why.

        We've looked at 90meter also.  I didn't like it on my
        workstation.  I had to enter my PIN for every signed e-mail!
