Maybe the server is set to clear the page file during shutdown. I've run
into some older servers with this enabled, it would literally take 20
minutes to shutdown. Check out KB article 182086

I have seen this before but can't find the fix for it. I have a server
that
when you do a restart, it hands at the little box that says preparing to
shutdown. It just hangs there. I let it sit for 30 minutes and it
doesn't
move. Can anyone remember what might cause this? Its an NT TSE box.
