[THIN] Server hangs on reboot

I have seen this before but can't find the fix for it.  I have a server that
when you do a restart, it hands at the little box that says preparing to
shutdown.  It just hangs there.  I let it sit for 30 minutes and it doesn't
move.  Can anyone remember what might cause this?  Its an NT TSE box.
