After some research I have found that it is a Win 2k issue.  Some how
using IAS and RADIUS you can have the PC auth to the network / WLAN.
The default  to Win 2K is not to auth until the user logs in.

If you are using ACU (Aironet Client Utility) from Cisco on the
Workstation 
- do the following:

Profile Manager - Edit your Profile - Click on the Network Security Tab

Where it shows Network Security Type:  Click Configure

At the bottom of this dialogue is a check box:

[ ] No Network Connection Unless User is Logged In.
