If you are using ACU (Aironet Client Utility) from Cisco on the Workstation - do the following:

Profile Manager - Edit your Profile - Click on the Network Security Tab

Where it shows Network Security Type:  Click Configure

At the bottom of this dialogue is a check box:

[ ] No Network Connection Unless User is Logged In.

Sounds good but where does cisco keep  these settings? Some sort of file or
in the registry?

Radius or not, Cisco's default configuration on the Wireless Client is:

No Network Connection Unless User is Logged In.

You'll need to find that setting and turn it off in your security settings
for the client if you really want it to have a Network connection when no
one is logged in.
