I redirect my docs to their home drive. I hide access to all drives
except for designated mapped drives and the home drive. I'm using
PowerFuse to hide the drives and not GPO, though.

When they try to download in IE, they are able to select any of the
drives that aren't restricted.

Is this what you're after?

Don't know about changing default download folder, I do know that you
can redirect the Temp Int FIles via a reg edit (I don't recall it
being available from w2k folder redirection GPO's).

Go to
"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Us
er
Shell Folders" and look the the "cache"  entry.
