Have you moved the local settings folder, which should contain the IE
temporary files and the personal temp, which should cover what you need?

For other apps apart from IE yes i agree.
Folder redirection is working fine.
IE ignores folder redirection when you open an embedded doc in a web page.

I redirect my docs to their home drive. I hide access to all drives
except for designated mapped drives and the home drive. I'm using
PowerFuse to hide the drives and not GPO, though.
When they try to download in IE, they are able to select any of the
drives that aren't restricted.

Don't know about changing default download folder, I do know that you
can redirect the Temp Int FIles via a reg edit (I don't recall it
being available from w2k folder redirection GPO's).
Go to

Shell Folders" and look the the "cache" entry.
