Then track usage, and can the workers who arent' doing their jobs.

Do they limit phone calls?  Prohibit cell phones?  What about semaphore?

I agree, but as of right now only the corp users have email, and we
are currently laying out scenario for the facility user to have
email.  We have nursing homes and why would a nurse or LPN need to
email the CEO?  They have their boss and they should always talk to
them first.  If this does not work then they can always call.  We
have an open door policy but their belief on email is that they would
always be emailing people and not taking care of the residents.

It is possible,  mostly through custom address books and obscurities.
 But even so,  the senario of denying worker bees access to top level
management goes against everything I believe in.

can you restrict a user on the exchange server from sending an email
to another user on the same server.  We want to use Exchange 2000.  
 
For example we would not want the mail boy to end a party invitation
to the CEO.
