It is possible,  mostly through custom address books and obscurities.  But
even so,  the senario of denying worker bees access to top level management
goes against everything I believe in.

can you restrict a user on the exchange server from sending an email
to another user on the same server.  We want to use Exchange 2000.

For example we would not want the mail boy to end a party invitation
to the CEO.
