Correct, but how many NT Clients do you know that attempt a password change
on a BDC?  If the PDC emulator is offline, the client will still produce an
error when a logs on.

Well, no there are not - at least not like-for-like. Whilst some DCs may
be more equal than others in AD, they all still have a writable copy of
the database. Not so for BDCs in an NT domain.
