What do tracert's look like between the two points? Sometimes these can show a slow leg that specifically impacts user experience. It is there primarily more for legacy compatibility. 16 bit color is much more optimized. Make sure data compression and bitmap caching is enabled on the client. I would also experiment with turning Speedscreen on the application you are using primarily.
