Ok but don't understand why C3407 is 220ufd - show 2 different schematics with 100ufd cap in both .. however.. Since you do have 130V on HOT PS is probably functioning enough to start if it's getting start up from micro and sweep chip. Usually in that case you may have a bad sweep chip on the control board and trouble not on the 9-958 at all. My parts show several different control boards either 9-968 or 9-823 but no note on either one. I usually just ordered replacement or exchange which is reason for no notes. I do show one on a 9-824 that had a bad sweep IC which wouldn't let the set start.
