Battery chargers are usually just a circuit breaker, a specially wound transformer, and a bridge rectifier. The transformer is wound so as to limit the short circuit current, and the circuit breaker has a time delay so as not to trip out unless short circuit current is drawn for a certain amount of time. Some old type chargers used a special type of light bulb to limit the short circuit current.
