Hydrogen can be used as a fuel in internal combustion engines but if air is the other fuel component oxides of nitrogen are also produced which is considered a pollutant. Hydrogen and air can be used in fuel cells to generate electricity but there aint any such thing as an inexpensive fuel cell. Either way, there is very little energy in a given volume of hydrogen as compared to a given volume of gasoline so you need a tremendous amount of it and there is no way to generate hugh amounts of it while you are using it unless the hydrogen generator is using some other fuel, like kerosene or gasoline. Therefore tanks of compressed hydrogen are needed and this is currently being done on commercial test vehicles, like busses. Handling hydrogen is a major problem because it is explosive and because it penetrates through a lot of conventional materials. It also makes metals hard and brittle and subject to cracking. If there were hydrogen powered vehicles and refueling stations around you would see some rather spectacular accidents. Terrorists would not be allowed to have access to hydrogen powered vehicles. They would be required to use fossil fuel vehicles or maybe bicycles. The best battery I have read about for electric vehicles is the zinc-air battery. Zinc metal anodes are consumed using oxygen form the air. Zinc oxide powder is formed and settles to the bottom of the electrolyte tank. You have a choice of recharging or of dumping the electrolyte and zinc oxide for reprocessing and reloading zinc anodes and fresh electrolyte for a quick getaway.
