Just to clarify and support what most people have said, here is a
definitive comment from one of the suppliers to explain exactly what
UTMC means:

UTMC is not "anything that runs using the Internet Protocol." This would
not guarantee interoperability or interchangeability.

TCP/IP (and hence UTMC) works using layers - just like Windows - as
Peter [Jones] says. The lowest layers make sure that devices (PC
instations, roadside counters etc) can communicate across media such as
fibre, GPRS, mesh etc.

Simply specifying TCP/IP alone would not achieve this.

The uppermost UTMC layer (sitting at the application layer in TCP/IP)
makes sure that the applications can *understand* the data that the
devices are exchanging.  Thus an instation from company A can understand
the data from a counter supplied by company B across a network supplied
by company C.

It is achieved because the suppliers' devices support the interface
definitions specified in the UTMC Technical Specifications.

If the devices do not support the UTMC Technical Specifications then
they will not interoperate and the Purchaser will be faced with having
to glue together yet another bespoke system......

The UTMC Technical Specifications are in the public domain and that is
why so many suppliers have bought into them and why so many authorities
(over 40 now) have deployed systems using them.

It seems clear to me  - UTMC is the 'perfect' product. Although not =
easy=20 to explain, everyone else seems to be implementing it - and
although = few=20 may actually understand it - it's obviously desirable
and so we all = want=20 it!=20

It is not very easy to explain this subject..... I was in fact thinking
of doing a paper (through my own personal interest) on what we have
nationally achieved through UTMC and also to be able to determine a
clear roadmap/strategy for future systems but this would take quite
considerable time and research.

However, in essence it is all about communication between components,
interoperatibility and interchangeability which is achieved through
adherence to the OSI reference model and also by use of the TCP/IP suite
of protocols such as - UDP, TCP, IP, SNMP, FTP etc.=3D20

It is also about developing underlying hardware/software interfaces that
enable you to create truly open standards and thereby the 'plug and
play' that we are able to do with the MS Windows based computer
products.  This is the 'holy grail'. Question is - Have we achieved this
goal?

Does it not simply refer to an open and common architecture which will
allow anyone who is interested to develop bolt on systems rather than
relying on just 2 manufacturers to come up with all the ideas... just
like Microsoft Windows?

It is a bit fudged but basically I mean any authority that employs a
common database system or modern IP type comms packages or are actively
pursuing procurement of same to give increased options for traffic
management strategy. Hope that's a bit more specific.

What do you mean by UTMC systems?

When UTMC started the focus was on UTC application only.

Then as the consultants got on the gravy train they created the IP glue
to connect all the various instation systems to the Common database
based on Corba.

As time passed we have people claiming to supply UTMC detection.

I understand that the current consensus is that UTMC system is anything
that runs using the Internet Protocol.

So once again can you please define what you mean by UTMC systems?
