We find that when portable signals are used around a bagged - or even signed - permanent installation, drivers don't know what to do. We therefore don't use bags or signs...just switch off. This leaves the portable set as the most visible. Liverpool City Council should be able to help with an address, however. Try Ian Lancaster: 0151 225 3384.
