Serco have the contract in Lancashire. We did have an arrangement for first line maintenance with Siemens as part of the traffic signal maintenance contract, which did not work very well and the enthusiasm for the work was minimal. This then transferred to Peek when they joined our traffic signal partnership, and the results were patchy. The main problem was duplication of effort, apart from PI most faults had to be reported back to Serco anyway - and we paid individual fees for every instance. The contract with Serco is so far working very well.
