[TCUG] Puffins/toucans on 50mph roads

I have been asked to pose this question by colleagues who are looking into 
the possibility of installing a puffin or a toucan on a road with a 50mph 
speed limit. We are led to believe that there are no plans to reduce the 
50 limit. Has anybody installed such a crossing on a 50mph road? We think 
the cost of anti-skid would be pretty high as would the cost of ducting 
for the Speed Assessment loops. The crossing would be on a very busy 
single carriageway road at a point used by lots of schoolkids, as well as 
by others throughout the day.
