[TCUG] Pedestrian crossings resting on red to traffic

We have had a suggestion put forward to us that would it be possible to allow a 
pedestrian crossing to rest on red to traffic, i.e. reverting to the pedestrian 
stage as the normal mode of operation.
Does anybody do this, or has anyone even trialled this?

Your thoughts would be appreciated.
