In Sefton, we place boards but leave the controller switched on.  We
have never yet suffered a mains spike on restoration which caused damage
and all signals restore normally. Our systems inform us of the
restoration and we can be on site very quickly.

With regards to conflict, I have no problem with that, a red signal is
enforceable - card or no card - and I would have no hesitation standing
up in court to justify my actions. I don't actually believe in boards
anyway.

This can get too involved, when switching signals off for maintenance,
do you place cards first then switch off, or vice versa?  Of course you
should place the cards first. Otherwise, an engineer will have to battle
around an uncontrolled junction just so there is no apparent conflict.

We really must allow drivers to have some common sense and we do not
have to cater for every idiot on the road provided we take care and work
logically and as safely as possible. and if the judge can't listen to
reasoned argument... it's time to hang up our spurs.
