may be you're right; it seemed to me he was coming up with all the possible
reasons why they should not, such as "it's dangerous for pedestrians"! duh,
that's what we've been trying to tell him!
I do wonder if that's one of his real reasons for not going in; a possible
reduction in insurance liability rates?
this one issue may cost him general public support for Nova 2010, and he's
smart, I think he must know it, and yet he's continuing to stick by it, so I
do wonder why.

The thing I pick up on the Perspective program a week ago was:
It seems star metro was still looking into whether the buses should go into
the malls. Like they tabled the issue for further study or something like
that.
