The Xilinx ISE lets you create an IBIS file that is specific to your
particular design using whatever chip and I/O buffers you have
specified.  Check the help on the ISE, or go to
http://toolbox.xilinx.com/docsan/xilinx5/help/iseguide/iseguide.htm and
search for IBIS on the search tab.
