Zhangkun,

You did not mention what type of structure you are trying to corrleate 
with measurements. However, it depends on what you are trying to 
characterize.  Maxwell 2D is extremely accurate (and matches 
measurement) for uniform 2D structures that have TEM or quasi-TEM 
propagation.  If there are additional modes propagating, radiation 
losses, or non-uniform structures, HFSS will provide a more exact answer.
