John,
you will find under www.sigrity.com, Customer Success Stories  the
publication of AMD "Modeling of the Electrical Performance of the Power
and Ground Supply for a PC Microprocessor on a Card, Sigrity and AMD,
EPEP, October 1998". They shifted the original board resonance of the
K7-package from about 580MHz to above 1 GHz by placing decouplers on
calculated positions of the CP and the PCB and therefore also above the
clock frequency.
