I have used all the tools mentioned. Protel is a toy, good only for small projects, it just can not be compared with Cadence and Mentor. In my opinion, the Mentor Expedition tool flow is superior to the Cadence Concept/Allegro flow, but they are very close. i think either choice would do a great job for you.
